It is based off of intelligence reports. Although not 100% accurate, it gives a good estimation of how widespread the problem is. Also, since a lot of these groups are part of organized crime, infiltration by FBI, ATF, and other law enforcement agencies get an inside look and can gauge participation and how widespread it is. African Americans make up about 14% of the population in the US I believe. I think that there is 76% Caucasian people in the US so they are the vast majority. It’s the overt people preaching hatred that you have to worry about not the ones that are covertly racist or prejudice.
